The Company · a developer building to the Beyond Scarcity standard

We earn the permit, and then we earn the rung.

Teleos Earth originates data-centre campuses where stranded clean power meets a county willing to say yes, and carries them up the Beyond Scarcity ladder from Extractive to Regenerative.

The problem

The binding constraint on AI infrastructure is no longer money or chips. It is permission.

Communities have started saying no, for reasons that are mostly right: power bills, water, noise, secrecy, and a hundred-acre building nobody explained. Nobody has given a county a way to tell a good campus from a bad one, so the answer is becoming no to all of them.

70%
of Americans oppose an AI data centre in their own area, and nearly half oppose it strongly.1

Europe will make a basic sustainability label mandatory from 2027. The United States has nothing. Teleos Earth exists for the gap: a developer whose first product is a yes the county can defend, earned under a public standard, and a campus that keeps the promises the yes was given on.

1. Gallup, March 2026, "Americans Oppose Data Centers in Their Area": 70% oppose, 48% strongly.

What we do

A permission-and-power developer.

We find the places where the two scarce things coincide, and we do the slow work that turns them into a campus other people can finance, build and run.

One · Find

Stranded power, willing ground

Curtailed wind and solar, constrained grid zones, generation with no road to market. We pair that power with a county whose rules we can meet in full, and option the land.

Two · Earn

The yes, under a public standard

We take the campus through the Beyond Scarcity criteria before the hearing: noise, water, bills, power, setbacks, disclosure, benefit, decommissioning. The county gets conditions it can write into the permit and verify every year.

Three · Build

With partners who own and operate

An energy partner and institutional capital join a campus joint venture. We are paid as developers are paid: a fee at financial close, a share of the profit above a preferred return, and the return on a stake we keep.

We do not operate data halls, and we do not certify anything. The Standard is independent of us; our campuses are assessed by its accredited assessors, on the same terms as anyone else's.

How we build

Ten promises a county can write into the permit.

These are the community criteria of the Beyond Scarcity standard, in draft and open for comment. Each has a measurable test and a public record. We build to all ten, and we ask to be held to them.

  1. Noise at the fence

A night and day limit at the property line, continuously monitored, with the data published.

  2. Water, closed and counted

Closed-loop cooling. No once-through or groundwater-well cooling. Consumptive use metered and published, with a cap in the permit.

  3. No cost to neighbours' bills

A signed large-load tariff or our own power, with permits in hand, before construction starts.

  4. Clean power, mostly ours

The large majority of the power we draw from on-site or contracted additional clean generation. No unpermitted combustion.

  5. Setback and screening

Distance from homes, berms and planting. Nothing visible, audible or perceptible beyond the line.

  6. No secret deals

Developer identity, end-user category and the full community agreement published before the hearing. No non-disclosure agreements with public officials.

  7. Generators under rules

Backup generation inventory, fuel, testing hours and emissions permits filed and public.

  8. A decommissioning bond

A funded restoration plan approved with the permit, so the site has an ending as well as a beginning.

  9. Local benefit, in writing

Hiring, training, revenue schedule and a community fund as numbers, verified independently every year.

  10. An annual public scorecard

One page per campus, per year: power, water, noise, emissions, jobs, payments, complaints. Assessor-verified, on the Standard's registry.

Thresholds are set by the Standard's council, not by us. Read the draft at beyondscarcity.earth/standard.

The ladder

A rung for every operator.

The Standard does not divide the industry into good and bad. It gives every campus a measured place and a next step. Our job is to build the campuses that climb.

Where most begin

Extractive

Grid power, evaporative cooling, the land taken as found. Measured honestly, not condemned.

The first rung

Transitional

Contracted clean power and storage, dry or closed-loop cooling, the ten promises kept.

Where we build to

Regenerative

Additional clean generation, heat put to use, water and ground returned better than they were found.

The summit

Beyond Scarcity

A campus that gives its place more than it takes, measured by the Net Positive method and verified in public.

Who we work with

Three rooms, one set of promises.

Counties and communities

You should not have to choose between a tax base and your water. We bring a campus that meets your rules before the hearing, with conditions you can write into the permit and check every year, and no non-disclosure agreement.

Operators and tenants

A year of permitting delay is the most expensive line in your budget. We deliver entitled, powered sites with a community agreement already in place, and a public rung on the ladder your own customers are beginning to ask about.

Ask about a site

Energy partners and capital

We originate; you own and operate. Campus joint ventures with a conventional developer structure, a preferred return, and a counterparty whose edge is the thing that stops most projects: the yes.

Request the plan

Independence

A conflict of interest, named and walled.

Teleos Earth will seek certification under a Standard its founders helped bring into being. That is a conflict of interest, and we treat it as one. The Standard is a separate non-profit body governed by an independent council in which the founders are a minority with no economic interest and a standing recusal on any matter touching this company. Its criteria are set in public, its assessors are accredited third parties who are never our staff, and the founders' interests are declared on both sites. If the wall ever fails, the Standard is worth nothing, and so are we.

The name

τέλοςteleos · the end as purpose

In Aristotle's Greek, telos is the end a thing exists for: not where it stops, but what it is for. A seed's telos is the tree. We borrowed the word for what infrastructure is for: the lift of a whole civilisation, measured in what it gives back.

Earth is the ground it stands on. The purpose reaches; the ground holds. We named the company for both because the industry has had enough reach without ground, and the communities it needs have had enough ground without anything to reach for.
